Field Yates and Adam Schefter are reporting that the Cowboys will not pick up Terrance Williams’s contract for 2019. That means the speedy receiver will become an unrestricted free agent:
Cowboys declined the option on WR Terrance Williams, making him an unrestricted free agent in March, sources tell @FieldYates and me. Will be an option for teams looking to add an outside speed WR.

Williams will be an intriguing guy for the Titans. He is a guy that shouldn’t command a boatload of money. While there is upside there because of his speed, his numbers in Dallas haven’t been very good for the past couple of years, and he was hit with a 3-game suspension for a public intoxication incident back in August of 2019.
He seems like the prime candidate for a bet on himself 1-year type contract. Jon Robinson hasn’t bet on many guys with off the field issues, so it is hard to know if this is something he will be interested in chasing. My guess is no, but for the right price it would be stupid not to at least kick the tires.
