The Brandin Cooks saga has ended. The Saints are shipping Cooks to the Patriots for a package centered around the 32nd overall selection.
TRADE! The Patriots have traded their #32 & 3rd #103 pick to the Saints for wide receiver Brandin Cooks & their 4th #118 pick per sources

So there it is. It took a first round pick and swapping some mid round picks to get the deal done. This tells me without a doubt that Jon Robinson never offered the 18th overall selection straight up. The 18th pick may have been involved, but he likely wanted back the Saints 2nd round pick in addition to Cooks.
The Titans will fall just short here and now will absolutely have to look to the draft for receiver help. They need another threat on the outside along with a slot guy. With Logan Ryan in the fold, receiver likely becomes the biggest need on this roster.
I’d expect Jon Robinson to take a long look at Corey Davis, John Ross and Mike Williams in the first round. I’m not sure where he ends up picking in this draft, but I’d say it’s a good bet one of those three are Tennessee Titans come April.
