The Titans have been the last team to sign their first round pick the last two years. In fact, they are pretty much the only team to have their first round pick miss any time in training camp....which is ridiculous with the payment for draft picks being as easy as it is under the new CBA. Well that was under the old regime. Paul Kuharsky said today that he expects things to be different under Jon Robinson:

That's good to hear. It is very frustrating to be the last team to sign your first round pick because you are the only team in the league that cannot figure out offset language (which was said to be the hangup in deals for both Chance Warmack and Marcus Mariota).
