The "legal tampering" period of free agency starts at 11 AM central this afternoon today. That means teams can start negotiating deals with free agents from other teams. Nothing can be signed until Wednesday at 2 PM central, but teams can hammer out all of the terms of a deal.
The Titans have a ton of money to spend. According to Greg Arias, the Titans are carrying forward $20,783,801 in cap space. That gives them a cap of $176,357,926. That gives them $49,597,305 in cap space according to Over the Cap. That's the 6th highest total in the league.

David Bass might be the best player on that list, and the Titans signed him off the street during the season last year.
The Titans should be looking to add multiple offensive lineman, a running back, a corner back and a free safety in free agency. They have plenty of money to address most of those needs in free agency with good, quality players.
