No one knows exactly how the compensatory picks for the NFL draft are determined. If you would like to see someone take their best stab at it, you can read this post. The NFL loves their secrets.
To sum it up in terms that make sense to me, it has something to do with how many free agents you lose, how much money they sign for and how well those guys play for their new team vs. how many free agents you sign, how much money you sign them for, and how they play for you, Got it? Great!
The Titans got a third-round compensatory pick last year. That is the highest comp. pick you can get it, and if I remember correctly it was because of Cortland Finnegan.
This year the Titans were buyers in the market for the first time in a long time. That will, as the post linked above states, most likely keep them from getting any compensatory picks.
The Titans did help out the New York Jets who will get a 6th round pick for Shonn Greene, and the St. Louis Rams who will get a 7th round pick for Rob Turner. That pick is way too high for Turner!
