Muhammad Wilkerson and Quinton Coples fined for hit on Jake Locker

The NFL announced fines today for New York Jets defenders Muhammad Wilkerson and Quinton Coples for their hits on Jake Locker that injured his hip.

How was their not a penalty called on that play?  I understand them not throwing a flag on Wilkerson's hit because it was borderline, but it is ridiculous that the referee didn't throw the flag when Coples hit Locker.
