Can Munchak or Heimerdinger Recruit a Good Staff?

Ignoring all questions about whether or not one of them is the right guy for the job, how easy do you think it will be for them to put together a high quality staff?  My biggest concern is that they will be perceived as stop gap head coaches, and their perceived lack of job security will make it as difficult for them to fill positions as it was going to be for Jeff Fisher.  I fully expect, if they were hired, they would get 3 year contracts at a minimum, but given that their compensation is likely to be somewhat less than an outside hire's, they might still be pretty easy for Bud to part company with after one or two years.  I'd feel much better about an outside hire's ability to find quality coordinators.  What are you guys thoughts on this question?
