I need someone with some ratings scoring knowledge to weigh in here. How does that game have a higher rating than the Rams/Titans Super Bowl?

Probably growth in Nashville's population density...

more people were at parties/bars for the superbowl where as more people watched the Titans/Raiders at home

More people at parties/bars = fewer TV sets turned on.
More people at home = more TV sets turned on.
I guess it would depend on what kind of set meters are currently used, and if they somehow record the number of folks in the audience.
