Hey guys,
I have been reading Music City Miracles for a while now, and noticed the occasional conversations about officiating that come up from time to time. I have been emailing Jimmy, and we thought it might be cool to have someone with some experience to bounce questions off of from time to time that might help you better understand what those guys are doing out there, or what specific rules of the game are.
What is my experience? I am a 33 year old Tennessean who has been officiating high school football for 13 seasons and college football for 6 seasons. While that does not qualify me to officiate in the NFL (obviously), I think I can give a little insight and perspective as to what those guys are doing as the NFL generally uses the same 7 man mechanics as the NCAA, and the NCAA rules have mostly come from the NFL.
I am open to any question and will gladly do my best to answer them, but I won't turn this into an official-bashing column as that is not my place to do so. While I am a Titan fan, I do believe that I can be objective when discussing officiating. We have to be! So fire away! I’ll hit the fair catch interference first.
First the rule. Rule 10, Section 2:
Item 3: Muff. After a valid fair catch signal, the opportunity to catch a kick does not
end if the ball is muffed. The player who signaled for a fair catch must have a reasonable
opportunity to catch the muffed ball before it hits the ground without interference
by members of the kicking team, and regardless of whether the ball strikes
another player or an official.
Item 4: Intentional Muff. An intentional muff forward prior to a catch in order to gain
ground is an illegal bat (see 12-1-8).
I will say that this is the first time I have seen an example of this rule in person or on film, as the rule is the same in college. The key to this play was the fair catch signal. If the kick receiver did not signal for a fair catch, then the ball is live when he muffs it. It’s a fluky play, for sure, but the officials got it right. I included Item 4: Intentional Muff to show that it would be illegal for the receiver to intentionally try to bat the ball forward and run up there and catch it. The one thing that seemed strange to me is that no official ever threw a flag. It would have lent credence to what they were doing if they had a flag on the play. However, that does not change the situation, or the fact that the outcome was correct.
And this rule is the same in college, but not in high school. If the receiver muffs the ball in high school, it’s fair game, fair catch signal or not.
The penalty for fair catch interference in the NFL is a 15 yard penalty from the spot of the foul and the receiving team keeps the football.
A little more information:
The Back Judge is the official who is responsible for the action by and on the kick receiver.
The Side Judge and Field Judge are the officials who are deep on the sidelines, mainly watching the gunners and blocks, but they also can help with the action on and by the receiver.
And I will hit the catch later...I want to do some research to find out if the NFL has released any interpretation of that play. I had some real questions on it!

Can you please explain the penalties to David Stewart in the first game against the Steelers?
Specifically, he was called for illegal formation because he was backed off the line a bit. What metrics are used to make sure the tackles are in a starting position that is within the rules?

First, the rule!
Rule 3, Section 18:
Article 2 A Player of Team A is on his line:
(a) when his shoulders face Team B’s goal line, and
(b) if he is the snapper, no part of his body is beyond the line at the snap,
(c ) if he is a non-snapper, he is not more than one foot behind the neutral zone at the
snap. (For a non-snapper to be on the line of scrimmage, the guideline officials will
use is that his helmet must break a vertical plane that would pass through the beltline
of the snapper.)
Note: Interlocking legs are permissible.
So the officials who are lined up on the line of scrimmage are counting the number of players who are in the backfield that are NOT on the line of scrimmage. We know that the offense is supposed to have 11 players on the field, 7 of those are supposed to be on the line of scrimmage. We know that if the offense has 11 players on the field, and there are more than 4 in the backfield, then we do not have 7 on the line of scrimmage, and we have a foul when the ball is snapped. It is not a foul until the ball is snapped because the offense can always shift their formation at any time before the snap to fix the formation. The officials are looking to see if the helmet of the offensive linemen are breaking the plane of the waistline of the snapper. The problems usually arrive in punt formations and obvious passing downs when the linemen try to “cheat” back from the line to get a head start on the defense. You also see problems when the offensive linemen just line up their feet with the lineman next to them, and instead of going down into a 3 point stance (which would cause their head to break the snapper’s waistline plane) they stay upright to pass block. Therefore their feet are in the same place they have been, but since they are standing up, they are not on the line. You will also sometimes see guys who just don’t pay attention when they line up and even in their 3 point stance they are too far off of the line.
The foul is illegal formation and the penalty is 5 yards from the previous spot, replay the down.
This rule is the same at all levels of football.
That’s a longwinded explanation, but I hope it helps.
The Head Linesman is the official who is on the line of scrimmage who is responsible for the chains.
The Line Judge is the official who is on the line of scrimmage who is opposite of the Head Linesman.
Good explanation, mcmref. It’s the beltline rule that’s the key on Stewart’s penalty-his left foot was on the line, but in his stance he fanned out quite a bit, enough so that his helmet was behind the center. Normally guys just push the limit in terms of where their stance is. Tarik Glenn of the Colts used to drive me nuts, though he was far from the only guy who pushed the boundaries.
The NFL is supposedly making this more of a point of emphasis this year, but we’ll have to see how it goes. I don’t remember it being called much the past two weeks, though I admit I also haven’t looked for violations much.

First off I just want to say that this is a great idea and thanks for taking the time to do this. Second this type of thinking is what seprates MCM from so many other blogs.
I have a quetion also, however it kind of ties into the Jacoby question that was asked earlier. Being a Titans fan I did not like the call, but I can somewhat agree with it. First off the NFL needs to call this the same everytime not different from game to game, but onto my question. How is it that if a ball carrier either a WR or a RB carrying the ball crosses the goal line and then fumbles (ie stretching for the goal) it is ruled a toughdown because the ball crossed the goal line. However if the same ballcarier catches a ball in the endzone comes down with both feet in bounds and has possesion of the ball but looses said possesion while going to the ground then it is not a touchdown, or at least in some games (raiders game like the Jacoby catch)
Not sure I worded this as clearly as I could have but I hope you understand my question.

Okay, I've got a question
What is technically pass interference? It strikes me as weird how a defender can put his body into a receiver or use his body to shield the receiver if he is looking at the ball, but if the defensive back has his head away from the ball and looking at the receiver, it seems the same amount of contact is a pass interference call 97% of the time.
So, what qualifies? I know it’s interpretive but why does where the Defensive back is looking matter on the call?

What game would be easier to Ref?
A game with the QB being VY? Or a game with the QB being Kerry Collins? Which do you think the Refs would prefer to see? :)
