Kenny Britt Signed But Not Practicing
Well this is not really what anyone wanted to see. Kenny Britt finally agreed to a contract yesterday but still didn't practice on Sunday because of an injury. The Tennessean article does not mention what the injury is. He was placed on the physically unable to perform list. Players can be taken off this list at the team's discretion according to Jim Wyatt.
It is frustrating to see this to say the least. The Titans finally draft a receiver in the first round, and he can't get himself on the field at all on the first weekend of training camp. We all know how hard it is for rookies to get on the field under Jeff Fisher, and it becomes more and more unlikely that he will get on the field with each practice he misses.

The way I understand it
The active PUP list during training camp is the only way players can be moved to reserve PUP list at beginning of regular season (where they don’t count against the precious 53 limit). You can’t go on the active PUP list once you’ve practiced at all with the team in training camp. So, if you’ve got a guy that’s dinged at the beginning of camp, and you think there’s any chance at all he might not be ready by start of season, you need to get him on the active PUP before he practices so that option of reserve PUP isn’t lost.
Bad news, but this might not be as bad as it sounds. They are likely being very conservative to make sure there’s no chance at start of season that they take a double whammie – can’t play him and he’s eating a slot.

I'm am also extremely disappointed
maybe he does have a legitamate injury, but chances are that he didn’t train hard enough in the offseason and wasn’t running on his own. Everyday that he is not in practice he will fall more and more behind. Balls

I think the bettter odds are that the hammy is still bothering him because he tried to come back too fast in order to be ready for training camp. Still not good news, but I sincerely doubt that the guy is deliberately shirking.
That said, this is how 1st round picks lose roster spots to up-and-coming 4th round picks from the year prior.
