If that happens...
I would be suprised if the Titans don’t take one of the many talented receivers available in round one. The front office was smart to not take one last year because they knew there would be much more productive players in this draft. CB is still a major concern, but if Holt does go to the Jags, I think we will set our sights on Nicks or Harvin.

Like I thought earlier, if we don’t get Holt, I expect us to go for a WR in the first round.

The Titans won’t take a WR in the first round. Won’t happen.
If they don’t take Tory Holt, then they’d better be ready to pull Boldin out of their hat. Otherwise, they’re not serious about addressing the passing game.

They've never been serious about addressing the passing game.

Arrrgh!
So, not only are the Titans going to take a pass on Holt, but we’re going to have to face him twice a year as well?!
Just damn.
Seeing as how the Titans staff appear to be mildly annoyed at the idea that someone would suggest they get involved in the Boldin trade talks, I’m going to assume they’ve decided to take a pass on him as well. If only he rushed the passer, perhaps we could dream of the team breaking its trade-free-zone rules and pull a Kevin Carter. Alas, the team does not often delve deep into Free Agency, and it does not trade, so it truly is nothing more than a dream. :-(
This is it, then. Gage will once again be our #1, and the Titans staff (you know, the staff with an abysmal record at drafting and developing WRs) will once again seek the next project WR to develop, in the hopes that he’ll find his way into the starting lineup in a couple of years. They will either not draft a WR with the first pick at all, or use their first round pick to draft what will inevitably be the fourth or fifth best WR in the draft, at best.
So, that’s that. All the talk from the staff about improving the passing game comes down to one single move: signing Pittsburgh’s #3 WR to be our #2 WR. That’s the sum total of the offseason plan to improve the passing game.
Gramsey (and Thunder Jones) is right, they have never been serious about addressing the passing game. You can bet your ass that if the problem was the defensive line, we’d have an acquisition via trade, two free agent signings, and about three early draft picks spent on DTs and DEs. Why? Because they’d be serious about that.
Hence, I stand by my prior declaration: there is but one plan in place for this team to win a Super Bowl, and that is to field an historic defense, like the 1985 Bears or 2000 Ravens, so other-worldly in talent and performance, that the offense has no role other than to spell the defense. If I were Chris Johnson, I’d start holding-out for a better contract RIGHT after the draft, with the full knowledge of just HOW MUCH the team is going to rely on him and need him. He could be one of the richest men in the NFL.
