One of the similar backs they compare him to, another 2 star, is Jacoby Jones who also made it to the NFL despite playing a tiny school.

Clearly he was a late bloomer
His junior season was nothing spectacular, and it appears he was either benched or hurt during his senior season.
Yes he’s great now, but it appears in High School he was nothing special. Hence the two-star rating which is mostly based on high school performance and promise shown.
