Those were Vince's words.
In the Tennessean, there is a story about Vince's reaction to McNabb's comments on black quarterbacks being more scrutinized.

Essentially, Vince just brushes them off and disagrees with his assertion. Probably no surprise there.
The best part of the article was the very end when Vince mentions the only thing that is important this year...the playoff...go titans!
